Isotrope Wireless has participated in about 500 wireless facility and cell tower zoning processes over the years. Here is a sampling of our work:

  • Consultation to the Cape Cod Commission. The Cape Cod Commission defines tall towers as Developments of Regional Impact, and regulates their placement.  In the past decade-plus, numerous cell towers have been approved by the Commission, following careful review of their potential environmental and visual impacts.  Isotrope’s David Maxson has supported the Commission in its review processes, ensuring regulatory compliance with technical criteria and evaluating potential methods of mitigating impacts.
  • Bylaw Drafting or Revision Assistance. Numerous towns have received Isotrope Wireless’s advice on new and revised wireless bylaws and ordinances. An early project resulted in a comparative evaluation of bylaws of eight lower Cape Cod towns and recommendations (see the white paper in Adobe PDF format). Other municipalities receiving the support of Isotrope Wireless’ David Maxson include the following Massachusetts towns: Weston, Westford, West Newbury, Medfield, Edgartown.
  • Expert Technical Testimony and Case Consultation.
  • Regional Planning. Prepared wireless facility analysis report for Lower Cape Cod Wireless Working Group. LCWWG consisted of the Cape Cod National Seashore, eight lower cape towns, and the Cape Cod Commission. The State of Wireless Facilities on Lower Cape Cod (Requires Adobe Acrobat to view) contains a review and recommendations on the projected impact of continued wireless development on the lower Cape.
  • Wireless Facility Application Review. We’ve assisted over 170 towns & communities all over New England.  Towns and cities supported with permit application review services are concentrated in Massachusetts, Connecticut and New Hampshire, and also include New York, New Jersey, Maine and Rhode Island.
  • Wireless Facility Safety Analysis. David Maxson was appointed to a state ad hoc committee of three experts who assisted the Massachusetts Department of Public Health in revising and consolidating its radio frequency energy safety regulations in 1997. Isotrope Wireless has evaluated RF safety programs at numerous communications sites, including: Prudential Tower, One Financial Center building, Needham-Newton TV towers, Lynnfield Water District, Carney Hospital, Falmouth Hospital, Faulkner Hospital, Emerson Hospital, Archdiocese of Boston property in Holbrook, Zion Hill in Woburn, Mount Tom in Holyoke and many others.
  • Wireless Communications Seminars. Isotrope’s David Maxson has presented “user-friendly” overviews of wireless facility technology and siting issues. Presentations include American Planning Association regional conference, Town of Hamilton public seminar, Lower Cape Wireless Working Group and Lower Cape Selectmen, Massachusetts Association of Planning Directors, Citizen Planner Training Collaborative, New Hampshire Municipal Association, New Hampshire Lawyers’ Guild, Massachusetts City Solicitor and Town Counsel Association.  In addition, David Maxson has spoken to a T-Mobile regional siting conference and a T-Mobile national webinar for site acquisition personnel on ways wireless applicants can be more effective in application processes.
